Yes, CCTV is legal in America, but its use is regulated by federal and state laws regarding privacy, audio recording, and workplace rights. Property owners and businesses are generally allowed to install CCTV on their own property to monitor their premises for security purposes, including homes, stores, offices, and parking lots. Video recording in public areas and areas of your property where there is no reasonable expectation of privacy is typically legal without consent. However, recording in private areas where people expect privacy such as bathrooms, locker rooms, changing rooms, bedrooms in rentals, or inside someone else's home without consent is illegal and considered voyeurism. Audio recording is stricter, under federal wiretap act and many state laws, recording conversations without at least one party consent, and in 11 states all party consent, is illegal. In workplace, video surveillance is legal except in private areas, but audio may require notice. For residential use, you can record your own property even if it captures public sidewalk, but cannot point camera directly into neighbor's private windows to harass. Always check state and local laws and HOA rules before installing.
