There is no country in the world that has a blanket ban that says Americans can never enter as tourists under any circumstances, but there are countries where it is extremely difficult or currently restricted for Americans to visit. North Korea bans American passport holders from visiting as tourists since 2017 after the death of Otto Warmbier, with only very rare journalistic or diplomatic exceptions. Iran, Syria, and other sanctioned countries do not ban Americans by nationality but require a very complex visa process and a government-approved guide at all times, and many Americans are advised not to travel there due to safety risks. Russia currently has suspended direct flights and has a very difficult visa process for Americans, and the US State Department advises against travel. Turkmenistan and Bhutan are not anti-American but have extremely restrictive visa policies for everyone, including Americans, requiring guides and high daily fees. During COVID-19 many countries temporarily closed to Americans, but those bans have ended. The most practical barriers today are visa requirements, lack of diplomatic relations, and US government travel advisories, not a law that says Americans are not accepted.
