Whether Mexicans are considered Americans depends on which definition of American you are using, continental versus national. In a strict geographic and continental sense, Mexico is part of North America, so all Mexicans are North Americans and therefore part of the Americas. People from Mexico, Canada, Brazil, and Argentina are all technically Americans in the broad continental sense. However, in everyday English usage around the world, the word American almost always means a citizen or resident of the United States of America specifically, not just anyone from the continents. So in common speech, Mexicans are considered Mexicans, not Americans. Legally, a Mexican citizen is Mexican, and a US citizen is American, they are different nationalities. A person can be both if they have dual citizenship of Mexico and the United States, then they are Mexican-American or both Mexican and American. In the US Census, Mexican is classified as an ethnicity under Hispanic, not as American as a separate category, since everyone in the US is counted. Culturally, many Mexicans who live in the US, especially long-term residents or naturalized citizens, do identify as Mexican-American and consider themselves both. So continentally yes, nationally no.
