The placement of roofing paper or underlayment relative to the drip edge depends entirely on whether you are working on the horizontal eaves or the sloped gable rakes. Along the horizontal eaves, the underlayment is installed directly on top of the drip edge's nailing flange so water flows freely over the metal and into the gutters. Conversely, along the sloped gable rakes, the underlayment goes underneath the drip edge to prevent wind-driven rain from penetrating the side edges of the roof deck.
