Who has the most untouched oil depends on definition of untouched, but generally refers to largest proven reserves that are not yet produced. By proven reserves, Venezuela has largest proven reserves at about 300 billion barrels of heavy oil in Orinoco Belt, much of which is untouched due to lack of investment and political issues. Saudi Arabia has about 267 billion barrels proven, much still untouched but being produced. Canada has huge oil sands reserves about 170 billion barrels proven, much untouched due to high extraction cost and environmental concerns. Other countries with large untouched or underdeveloped reserves include Iran, Iraq, and Russia, and Arctic regions with estimated large undiscovered oil that is untouched because drilling is difficult and environmentally sensitive. US has large shale resources that are still being developed. So if untouched means not yet produced, Venezuela has most proven untouched heavy oil, but much of its oil is hard to extract. If untouched means undiscovered, Arctic and offshore deepwater have large potential. So Venezuela has most proven untouched reserves on paper, Saudi Arabia has most easily recoverable untouched conventional oil, and Arctic has large speculative untouched resources.
