No, oil has never been 200 dollars a barrel in terms of actual traded price for WTI or Brent crude. Highest price ever reached was about 147.27 dollars per barrel for WTI in July 2008 during commodity boom, and Brent reached about 147.50 around same time. After that, oil peaked around 110 to 125 dollars from 2011 to 2014, and around 120 to 130 dollars in 2022 after Russia invaded Ukraine. So oil has never traded at 200 dollars per barrel in history. Some inflation adjusted or some specific local crudes may have been higher in real terms, but nominal price never reached 200 dollars. There have been predictions and fears of 200 dollar oil, and some analysts forecast it could happen in extreme war scenario, but as of 2026 it has not happened. So answer is no, oil has never been 200 dollars a barrel, highest was about 147 dollars in 2008. If you include adjusted for inflation, 1980 oil at 35 dollars would be over 100 dollars today, but still not 200.
