During the Cold War, the two strongest countries were the United States and the Soviet Union, both considered superpowers, but most historians and metrics consider the United States as the overall strongest country for most of the period. The US had a larger and more technologically advanced economy, with GDP roughly double that of the Soviet Union by the 1970s and 1980s, which allowed it to sustain massive military spending, a global navy with aircraft carriers, and extensive foreign aid like the Marshall Plan. The US also led a larger alliance system through NATO, had more allies with advanced economies, and dominated in soft power, culture, and technological innovation including computers, semiconductors, and the space race after the initial Soviet lead. The Soviet Union was militarily extremely strong, with the world's largest conventional army, parity in nuclear weapons by the 1970s with over 40,000 warheads, strong influence over Eastern Europe, and significant achievements in space and heavy industry. In terms of raw military manpower and tanks in Europe, the USSR was stronger. However, economic weakness, inefficiency of central planning, and inability to compete in technology and consumer goods eventually led to its collapse in 1991. So while both were superpowers, the United States was generally stronger economically and ultimately victorious, while the Soviet Union was strongest militarily in conventional forces in Europe during the 1970s.
