No paint truly never comes off, as all paints will eventually degrade, fade, or can be removed with aggressive methods, but some paints are extremely durable and close to permanent under normal conditions. The most permanent paints are two-part catalyzed coatings like epoxy paint used for garage floors, industrial floors, and marine applications, which cures to a very hard, chemical-resistant film that is extremely difficult to remove without grinding or shot blasting. Powder coating, which is electrostatically applied and baked in an oven, is also extremely durable and resistant to chipping and chemicals, requiring blasting to remove. Catalyzed urethane and polyurethane automotive clear coats are very hard and long lasting. Oil-based alkyd enamel on trim is also very durable and hard to strip. For house paint, high-quality exterior 100 percent acrylic can last 10 years but will eventually peel. So paints that are closest to never coming off are two-part epoxy, powder coating, and catalyzed urethane, which are industrial strength and require mechanical removal, but technically no paint is absolutely permanent forever as UV, moisture, and abrasion will eventually wear it.
