EcoSmart lights are a private-label brand created and owned by The Home Depot, so Home Depot is the brand owner and quality controller, but the actual manufacturing is done by contracted original equipment manufacturers, primarily large LED factories in China. Home Depot does not own factories that make bulbs; instead it designs the specifications, packaging, and warranty terms and then contracts production to established lighting manufacturers. Over the years, suppliers have included major companies like Leedarson Lighting, which is one of the largest LED bulb makers in the world, as well as Cree and other ODM partners. The identity of the exact factory can change from year to year based on contracts and product lines, but all factories must meet Home Depot's requirements for UL listing, energy efficiency, and safety. This private-label model is common in retail: similar to how Costco's Kirkland brand is made by various suppliers, EcoSmart is made to Home Depot's standards. This is why EcoSmart bulbs are only sold at Home Depot and not at competitors like Lowes or Walmart. Home Depot manages the quality assurance, customer support, and multi-year warranty, even though the physical assembly happens overseas.
