Where is Romex not permitted, Romex NM-B cable not permitted in many locations per National Electrical Code, including wet or damp locations, outdoors, underground, in conduit in wet locations, in commercial garages, in high rise buildings over certain stories in some codes, in Chicago requiring conduit, and where subject to physical damage without protection, and in certain hazardous locations. NEC prohibits Romex in wet locations as it is not rated for moisture, so not permitted outdoors, in underground, in direct burial without UF rating, in concrete that is wet, and in conduit that is outdoors considered wet. Not permitted in commercial buildings where code requires conduit or MC cable, and in multifamily dwellings over 3 stories in some jurisdictions. Not permitted in theaters, and in some plenums without rating. In Chicago, Romex not permitted anywhere as city requires conduit. Also not permitted where exposed to physical damage without protection, as in unfinished basements without guard. So where is Romex not permitted, not permitted outdoors, underground, wet locations, in conduit outdoors, in commercial and high rise where conduit required, in Chicago, and where subject to damage, with code requiring protection or different wiring method like UF, MC, or THHN in conduit, with local amendments may further restrict, so check local electrical code for specific prohibitions.
