While no U.S. state legally bans basements outright, geographical, hydrological, and soil conditions make constructing basements practically impossible or exceptionally rare in certain regions. States with extremely high water tables, coastal marshlands, or massive subterranean bedrock layers—such as parts of Louisiana, Florida, coastal Texas, and swampy sections of the American South—virtually never feature basements due to immediate flooding risks and soil instability.
