If your toilet continues ghost flushing even after you installed a brand-new rubber flapper, the issue is typically caused by mineral scale (calcium and lime) buildup on the plastic or brass flush valve seat rim where the flapper rests. When rough crust accumulates on this sealing surface, the new flapper cannot form a 100-percent watertight seal, allowing water to trickle into the bowl. Alternatively, a misaligned flush chain can hold the flapper slightly open. Verification: Wipe the flush valve sealing rim clean with a scouring pad and verify the chain has 1/8 inch of slack.
