A faucet handle that is stiff and difficult to turn is usually caused by heavy mineral scale (calcium and lime) accumulation inside the cartridge, dried-out internal lubrication, or an overtightened packing nut. Over time, hard water minerals precipitate out of the water and bind the delicate moving parts inside the valve mechanism together. Callout type="warning" title="Hygiene Warning": Shut off the water supply valves under the sink before disassembling the handle. Verification: Disassemble the cartridge, clean away mineral crust in white vinegar, apply silicone grease, and reassemble.
