The rules for renting a car under JTR, Joint Travel Regulations, require economy, cost-effectiveness, and use of government contract rentals. Under JTR Chapter 2, rental car is authorized when it is more economical than other transportation like taxi or when mission requires it. Traveler must use Defense Travel System DTS to book rental through contracted rental car companies like those under DoD agreement, which provides government rates and insurance included. Compact car is standard, must rent smallest car that meets mission needs, larger cars require justification such as more than 2 passengers or bulky equipment. Luxury cars, SUVs, and convertibles are not authorized unless justified. Rental car insurance is included in government contract rate, so traveler should not purchase additional insurance. Fuel is reimbursable, traveler must return car full. Rental car must be used only for official business, personal use not allowed except incidental to official travel. Receipt required for rental car regardless of amount. If rental car is shared by multiple travelers, only one traveler claims cost. For TDY, rental car is authorized from arrival to departure. For PCS, rental car limited. JTR also requires traveler to consider cost comparison with POV mileage, taxi, and shuttle. Use of rental car for travel to and from airport is authorized. So JTR rental car rules emphasize compact, government contract, official use only, no extra insurance, and receipt required.
