The term JTR leave is not a specific leave type, but JTR Joint Travel Regulations does address leave taken while on Temporary Duty TDY, and you can take leave while on TDY with approval, but per diem and entitlements are affected. Under JTR Chapter 2, if you take leave while on TDY, you must have approval from your commander or supervisor, and per diem is generally not payable for leave days, except for non-chargeable rest periods. If you take annual leave while on TDY, you are not entitled to per diem, lodging, or transportation for leave days unless authorized as delay en route. For example, if you are on TDY for 10 days and take 2 days leave in middle, you will not receive per diem for those 2 leave days, and you must pay lodging out of pocket for leave days unless you remain at TDY location. If you take leave at TDY location, you can remain in lodging but at personal expense. JTR also allows combining personal travel with official TDY if no extra cost to government and approved, called circuitous travel or leisure in conjunction with official travel. You must document leave in DTS and on orders. Sick leave while on TDY may still allow per diem if you remain at TDY location. So yes, you can take leave while on TDY with approval, but you will not receive per diem for leave days and must ensure leave does not increase government travel cost, with rules in JTR 0203 and 0204 covering leave while on TDY.
