There is no standard floor fan that truly blows cold air like an air conditioner on its own, because a fan only circulates existing air and creates a wind chill effect, it does not lower air temperature. However, there are floor-standing devices that look like fans but incorporate cooling technology to blow cooler air. The most effective is a portable evaporative cooler on wheels, which is a floor unit that uses water and a fan to blow air that is 10 to 15 degrees cooler in dry climates. There are also portable air conditioners that stand on the floor and have a fan that blows genuinely cold air because they contain a refrigerant compressor and exhaust hot air through a window hose. Some newer tower and floor fans include ice compartments or Peltier thermoelectric coolers that chill the air slightly as it passes over frozen packs, though the effect is limited to a few feet and temporary. Misting floor fans blow air over a fine water mist to create evaporative cooling outdoors. If you want a floor fan that blows truly cold air that lowers room temperature, you need to buy a portable AC unit, not just a fan. For personal cooling, placing a bowl of ice in front of a powerful floor fan or air mover can create a short-term cool breeze, but it is not as effective as a real air conditioner for cooling an entire room.
