There is no traditional fan that works exactly like an air conditioner because fans only move air and create wind chill, while air conditioners actually remove heat and lower air temperature through refrigeration. However, there are several fan-like devices that provide cooling closer to an AC. The closest options are evaporative air coolers, often called swamp coolers, which use water evaporation to cool air by 10 to 15 degrees in dry climates, though they do not work well in humid areas. Another option is a portable air conditioner, which looks like a fan on wheels but contains a real compressor and refrigerant that exhausts hot air through a window hose and truly cools the room. Misting fans combine a fan with a fine water mist that cools skin by evaporation. There are also bladeless fans with Peltier coolers or built-in ice compartments that blow air over cold packs, but they only provide localized cooling for a few feet and not whole room cooling. For true AC-like cooling you need a device with a compressor that removes heat, not just moves air. If you cannot install central AC, a portable AC unit with 8000 to 14000 BTU, or a window AC unit, is the only fan-like device that will actually lower room temperature. Fans alone cannot lower temperature but can make you feel 5 to 10 degrees cooler through evaporation of sweat.
