You should never paint directly over active mold with Kilz or any other product without thoroughly cleaning and killing the mold first. Painting over existing mold traps the spores underneath the new coating, allowing the fungus to continue eating away at the drywall or wood substrate, which will soon cause the paint to bubble, peel, and compromise your indoor air quality. Always scrub the area with a proper mold-killing solution first.
