In 2026, the federal list of what you cannot buy with SNAP EBT has not fundamentally changed, but some states have additional restrictions under approved waivers. Under federal USDA rules that apply in every state, you have never been able to buy alcohol, tobacco, vitamins and supplements, medicines, hot prepared foods ready to eat, or non-food items like pet food, soap, paper products, and household supplies. You also cannot buy live animals except shellfish and fish removed from water. What is new in 2026 is that several states that received USDA waivers are now enforcing state-specific bans on certain items purchased with SNAP. The most common restriction under these waivers is a ban on sugar-sweetened sodas, and in some states also energy drinks, candy, and other junk foods as defined by the state. These restrictions only apply in states with approved waivers and at retailers in those states that have updated their point-of-sale systems. If you do not live in a waiver state, the eligible foods list remains the same as before, which includes fruits, vegetables, meat, dairy, bread, cereals, and snack foods.
