Whether CAT 3 is better than CAT 2 depends on context and what fr means, but in tractor hitch terms, CAT 3 is bigger and stronger than CAT 2, not necessarily better for everyone. Category 3 hitch is for large agricultural tractors 80 to 225 horsepower with lower pins 1-7/16 inch, top pin 1-1/4 inch, spacing 38 inches, lift 5000 to 8000 pounds, used for heavy tillage like large plows and big balers for commercial farms. Category 2 is for utility tractors 40 to 100 horsepower with lower pins 1-1/8 inch, top 1 inch, spacing 32 inches, lift 3000 to 5000 pounds, used for 6 to 8 foot implements for mid-size farms. CAT 3 is stronger and can handle heavier implements, so if you have large acreage and high horsepower tractor, CAT 3 is better because it handles heavy work. But if you have compact tractor 20 to 45 horsepower, CAT 3 is not better, it is too big and heavy, would overload hydraulics and cause instability, you need CAT 1. So better depends on tractor size and job, bigger is not always better. In aviation CAT III approach allows landing in zero visibility versus CAT II requires 100 feet decision height, so CAT III is better for low visibility operations but requires more expensive equipment and training. In internet cables CAT 3 is older and worse than CAT 2? Actually CAT 5e better than CAT 3. For real, fr meaning for real, CAT 3 is stronger than CAT 2 for tractors, but only better if you need that capacity.
