Bill Clinton did not pay off the total U.S. national debt. However, his administration is noted for being the only one between 1970 and 2018 to pay down the debt held by the public. During the period from 1998 to 2001, the debt held by the public was reduced by approximately $453 billion. Despite this reduction in public debt, the total national debt (which includes debt held by government accounts, such as Social Security) continued to grow throughout his presidency. Federal spending as a percentage of GDP also fell significantly during his tenure, dropping from 20.7% in 1993 to 17.6% by the year 2000.
