While you can technically still use a toilet that is leaking at the base or internally, doing so is strongly discouraged. Continuing to use a toilet with a compromised base seal allows unsanitary wastewater to saturate your subfloor, causing wood rot, ruined flooring, mold growth, and expensive structural damage. If the leak is internal (like a running tank), it will continue wasting thousands of gallons of clean water. Callout type="warning" title="Hygiene Warning": Wear rubber gloves if you must use a leaking toilet before making repairs. Verification: Inspect the floor around the base for ongoing moisture accumulation after each use.
