United States citizens who are temporary visitors or tourists cannot purchase permanent resident health insurance plans in Canada, because public provincial healthcare programs are strictly restricted to legal Canadian residents and citizens. However, American travelers can and should purchase private visitor travel medical insurance policies from Canadian or international insurance providers prior to their trip. Furthermore, Americans who officially relocate to Canada and establish permanent residency become eligible to enroll in provincial public health insurance plans and can also purchase private supplemental health plans.
