No, an outdoor air conditioning condenser fan will generally not run if the contactor is completely bad, burnt out, or failing to energize. In a standard split-system air conditioning unit, both the outdoor compressor and the outdoor condenser fan motor receive their high-voltage 240-volt electrical power directly through the main load terminals of the single dual-pole contactor. When the 24-volt control signal activates the contactor's electromagnetic coil, the plunger pulls in to supply power simultaneously to both the compressor and the outdoor fan motor. If the contactor's internal coil is burnt out, or if the contact points are so severely pitted and burnt that they cannot conduct electricity, neither the compressor nor the outdoor fan will receive power or turn on. You can troubleshoot by testing voltage across the load terminals. You can verify that the contactor is at fault when replacing a bad unit restores power to both motors instantly.
