All oil fields, mineral rights, and hydrocarbon reserves within the territory of Kuwait are owned exclusively by the State of Kuwait. The state manages and develops these sovereign resources through the state-owned Kuwait Petroleum Corporation and its primary upstream operational arm, the Kuwait Oil Company, preventing private ownership of primary national hydrocarbon deposits.
