Which country is number one in cyber security depends on how you measure, whether by government capability, business readiness or global cyber security index, but several rankings place the United States as number one overall for cyber security capability and investment. The International Telecommunication Union Global Cybersecurity Index 2024 ranks countries based on legal measures, technical measures, organisational measures, capacity development and cooperation. Top ranked countries include United States, United Kingdom, Saudi Arabia, Estonia and South Korea. The US is considered number one for cyber security because it has the largest cybersecurity market, biggest defence budget including $10B+ for US Cyber Command, most cybersecurity companies like Palo Alto, CrowdStrike and Microsoft, and most advanced offensive and defensive capabilities via NSA and CISA. For government cyber defence, the US, UK, Israel and Australia are highly rated, with Australia ranked in top 10 globally and number one in Asia-Pacific for cyber maturity according to Belfer Center. For consumer cybersecurity awareness, countries like Estonia, which has mandatory digital ID and cyber education in schools, and Singapore are ranked top. For business cybersecurity readiness, US, Israel and UK lead with most CISOs and security spending. In terms of safest country from cybercrime, Denmark, Finland and Germany often rank high due to strong privacy laws. So while US is generally considered number one for overall cyber power, Estonia and Israel are often cited as number one per capita for innovation and resilience.
