If the pilot light on your water heater refuses to stay lit after your home's gas supply was temporarily shut off, it usually indicates that air remains trapped inside the gas supply lines or that the thermocouple is failing. First, you need to bleed the air out of the gas lines by holding the gas control valve down in the "Pilot" position for a longer period—sometimes up to two minutes—to allow fresh gas to push through the pipes and reach the burner assembly. Second, ensure that you are holding the button down firmly while lighting and for at least sixty seconds after ignition to give the thermocouple enough time to heat up. If purging the air and holding the button fails to keep the flame burning after releasing, the thermocouple is likely defective and must be replaced. You can verify success when the pilot stays lit independently.
