A toilet that is running continuously while simultaneously refusing to flush when the handle is pressed is experiencing a dual failure: an internal leak (like a stuck fill valve or warped flapper) causing the water to run, combined with a snapped flush chain or completely empty tank that prevents the handle from opening the drain. Because water is escaping into the bowl as fast as it enters, the tank never accumulates enough volume to trigger a flush. Verification: Shut off the water supply valve briefly to stop the running noise, remove the tank lid, and reattach the broken flush chain.
