You can generally still use cold water through your home's faucets and toilets even if the water heater is completely broken, because the main cold water supply line bypasses the tank entirely to feed household fixtures. However, if the water heater has suffered a catastrophic structural tank rupture, develops a major leak, or has been shut off at the main household supply valve by a plumber to prevent flooding, all water service to the house may need to remain off until repairs are completed. Always ensure the water heater's cold water inlet valve is closed if the tank is leaking to prevent further damage.
