Yes, excessively high incoming municipal water pressure is a major contributing factor that causes and intensifies water hammer. When residential water pressure exceeds the recommended safe range of 40 to 80 psi, water travels through pipes at much higher velocities. When a faucet or appliance shuts off abruptly, the increased momentum of high-pressure water creates a vastly more violent hydraulic shock wave and louder banging noises. Verification: Attach a water pressure gauge to an outdoor hose bib; if it reads above 80 psi, install a pressure-reducing valve (PRV).
