Pure Portland cement paste or unmixed mortar will not reliably adhere on its own to old, cured concrete surfaces without proper surface preparation and bonding agents. To achieve a strong structural bond, contractors must thoroughly clean, scarify, and roughen the existing substrate, remove all loose debris, and apply a specialized bonding adhesive or acrylic slurry before placing new repair material.
