When water from your hot taps is only lukewarm, it is usually the result of a burned-out lower heating element, heavy mineral scale buildup, or a cracked dip tube. In electric water heaters, dual elements work in tandem; if the lower element fails, only the top portion of the tank heats water. On gas units, sediment accumulation creates a barrier between the burner and the water. Additionally, a broken dip tube allows incoming cold water to mix instantly with stored hot water, drastically lowering output temperatures. Verification: Test heating element continuity with a multimeter and flush the tank.
