An outdoor hose bibb or spigot leaking from the handle when turned on is usually caused by a worn-out packing nut seal, degraded stem washer, or deteriorated packing string located directly beneath the handle screw. As the valve stem turns back and forth, the internal packing material flattens and allows water to squirt or drip past the stem threads. Verification: Tighten the packing nut gently with a wrench or replace the internal packing washer to stop the leak.
