In the vast majority of traffic violations, the ticket is issued directly to the driver who committed the infraction at the time of the stop. However, if a violation is captured by an automated system—such as a red-light camera, speed trap, or toll lane violation—the citation or civil penalty notice is mailed directly to the registered vehicle owner, who must then contest it or transfer liability to the person operating the vehicle during the incident.
