Virtually every U.S. state legally requires all registered vehicle owners to carry a mandatory minimum amount of auto liability insurance to operate on public roads. New Hampshire is unique because it does not legally force all drivers to buy car insurance, but motorists must still prove they possess sufficient financial resources or assets to satisfy state liability requirements if they cause an accident. Virginia historically permitted an uninsured motorist fee option, but has since transitioned to mandatory liability insurance rules, leaving New Hampshire as the sole outlier.
