Strongest top coat depends on application, but generally hardest and most durable top coats are two component catalyzed finishes. For wood and floors, strongest top coat is oil based polyurethane or two component water based polyurethane like Bona Traffic HD or Loba 2K, and epoxy or conversion varnish, which cure very hard and resist scratches, chemicals, and wear, often used for gym floors and commercial floors. For example, oil based polyurethane is harder than water based but yellows. For automotive, strongest top coat is 2K urethane clear coat with hardener and isocyanate, which cures chemically to very hard, chemical resistant, UV resistant finish lasting many years, much stronger than 1K clear. For industrial metal, strongest is powder coating or ceramic coating, which is extremely hard and heat resistant. For nails, strongest top coat is hard gel top coat cured with UV or LED, which lasts 3 weeks and is very chip resistant, stronger than regular top coat. For house walls, strongest is not about hardness but washability, with satin or semi-gloss being stronger than flat. So overall strongest top coats are catalyzed 2K finishes, 2K polyurethane for wood floors and 2K clear for cars, and gel top coat for nails, as they chemically cure to hardest film.
