The difference between fill and full is primarily grammatical function and meaning nuance, though they share same root. Fill is mainly a verb meaning action of making something full, to cause something to become full by adding contents, such as fill a glass with water, fill a vacancy, or fill an order. Full is mainly an adjective meaning state of being completely filled, containing as much as possible, having no empty space, such as a full glass, a full room, or a full schedule. So fill is action, full is state. For example, you fill a bucket, then bucket is full. Fill can also be noun in phrases like eat your fill, meaning enough to satisfy, and full can be adverb as in full well. Pronunciation differs slightly, fill with short i, full with uh sound. You cannot interchange them, you say fill the bottle, not full the bottle, and the bottle is full, not the bottle is fill. In phrasal verbs, fill in, fill out, fill up are verbs, while full up is adjective phrase meaning full. So difference is fill is to make full, full is being full.
