Neither is universally better, as each serves a completely different category of vehicle ownership. Actual Cash Value (ACV) is better for standard daily drivers because it accounts for depreciation and keeps monthly premiums affordable. However, Agreed Value is vastly superior for specialty, exotic, antique, or heavily modified collector cars. ACV policies would severely undercompensate a classic car by factoring in heavy depreciation, whereas an agreed value policy guarantees a fixed, pre-set payout that matches the true enthusiast market worth of the vehicle.
