Rust-Oleum makes both water-based and oil-based paints, so whether it is water-based or oil-based depends on specific product line, as the brand offers wide range of formulations for different applications. Most Rust-Oleum spray paints like Painter's Touch 2X, Universal, and Stops Rust spray are solvent-based, specifically oil-based alkyd or modified alkyd with solvents, which provides strong adhesion and rust protection but has stronger odor and requires mineral spirits cleanup. However, Rust-Oleum also offers many water-based latex products, especially in brush-on paints, such as Rust-Oleum Painters Touch latex, Rust-Oleum Chalked ultra matte water-based, and Rust-Oleum Advanced Dry Door and Trim water-based. Zinsser brand, owned by Rust-Oleum, offers both water-based Bulls Eye 1-2-3 and oil-based Cover Stain and shellac-based BIN. Rust-Oleum Professional high performance enamels come in both water-based acrylic and oil-based alkyd versions. For metal protection, oil-based is traditionally considered better for rust prevention due to better barrier, but newer water-based acrylic enamels have improved and have lower odor and easier cleanup. To know if specific can is water or oil based, check label for cleanup instructions: if says soap and water, water-based; if says mineral spirits, oil-based. Both types stop rust when used with proper primer.
