Scientific projections do not indicate that New York City will be entirely underwater or completely submerged in a specific number of years, but rather that low-lying coastal boroughs and waterfront neighborhoods face severe, chronic flooding and rising sea levels over the coming decades. According to reports from the New York City Panel on Climate Change, sea levels surrounding the city have already risen significantly and are projected to rise by another several feet by the end of the twenty-first century. While the city as a whole will not vanish, continuous inundation threatens critical infrastructure, waterfront real estate, and coastal communities if extensive adaptation, flood barrier construction, and resilience measures are not continuously maintained and expanded.
