Attempting permanent roof repairs while it is actively raining is extremely difficult, dangerous, and generally ineffective because roofing materials, adhesives, and sealants cannot properly adhere to wet surfaces. Slippery roof conditions also present a severe safety hazard, drastically increasing the risk of dangerous falls for anyone trying to work outdoors during a storm. However, you can and should take emergency temporary measures to manage the situation from the inside, such as placing buckets under active drips, poking a small hole in sagging ceiling blisters to drain water safely, and moving furniture out of harm's way. If an exterior temporary fix is desperately needed during a lull in the storm, professionals can sometimes apply specialized wet-surface roof patch cement or secure a heavy-duty waterproof tarp over the damaged area, leaving permanent repairs for when the weather clears.
