Advanced nuclear fuel recycling facilities, operating in select countries like France and Russia, chemically separate unburned uranium and plutonium from spent fuel assemblies to fabricate mixed-oxide fuel for reuse in conventional and fast neutron reactors. However, this reprocessing procedure still leaves behind high-level liquid waste fractions containing fission products and minor actinides that must be vitrified into stable glass cylinders and permanently stored, meaning absolute 100% recycling is unattainable with current industrial technology.
