Yes, you can still take a cold shower if your water heater is leaking, as long as you close the cold water inlet valve directly on top of the tank to isolate it from your home's active plumbing network. However, running hot water through the leaking system will exacerbate the leak and worsen flooding. If the leak has created nearby electrical hazards or if you had to shut off your main house water supply, you cannot shower.
