You can legally form and register an LLC with your state government without purchasing commercial insurance upfront. However, operating an active business without insurance is a massive gamble; if your company faces a sudden customer injury, property damage claim, or major lawsuit, your business assets (and potentially personal assets if the corporate veil is compromised) will be completely unprotected.
