Painting directly over existing wall paint is entirely possible and standard practice, provided the old surface is clean, sound, dry, and properly adhered. You must wash away dust, grease, and grime, sand down any glossy sheens to create a mechanical bond, and repair all cracks or holes before rolling new paint. However, if you are painting over heavily textured walls, switching from oil-based to latex paint, or covering a very dark color with a bright pastel, applying an independent primer coat first is essential.
